Starting point and challenge

Under the EU's new driving license rules, every Member State must be able to issue and verify a mobile driving license (mDL) by the end of 2029. The mDL is set to be one of the first credentials millions of Europeans carry in their national EUDI Wallet, which makes it the first high-impact cross-border use case for the wallet. The challenge: build national issuance and verification systems that are compliant with ISO/IEC 18013-5, ISO/IEC 18013-7 and EUDI Wallet requirements, and make them work the same way at home and across borders.

Solution

Procivis is a technology partner in mDL4EU (mobile Driving License for Europe), a consortium co-funded by the European Commission under the Digital Europe Programme. The project brings together 24 Member States and more than 30 partner organizations, including transport ministries, road administrations, national police forces, digital agencies and private relying parties. Procivis contributes its production-ready, eIDAS 2.0 and ISO mDL-compliant technology Procivis One, together with architecture work on integrating national mDL systems with the EUDI Wallet and support for issuance, verification, interoperability and cross-border testing.

Result

Over 24 months from November 2026, the consortium maps national infrastructures, builds EU-compliant mDL issuance and verification services, runs national pilots in participating Member States, and tests cross-border interoperability and conformance. Building on the POTENTIAL and APTITUDE large-scale pilots, mDL4EU gives Member States a tested route to meeting the 2029 deadline with mDLs that work in the national EUDI Wallet and across the EU.

"The mobile driving license will be one of the first credentials that millions of Europeans will carry in their national EUDI Wallet. We are glad to bring our production-ready, eIDAS 2.0-compliant technology Procivis One and our architecture to the mDL4EU project and help Member States issue and verify mDLs that work the same way at home and across borders." — Andreas Freitag, Co-CEO, Procivis
